Yes. Both names refer to the same JPEG format. Early Windows versions limited extensions to three letters, so .jpg became common; .jpeg, .jpe and .jfif files hold the same kind of data.

Yes, renaming the extension on your computer does the same thing. This tool is quicker for a batch, works on phones where extensions are hidden, and checks that each file really is a JPEG.
The tool checks each file's contents. A PNG, HEIC or WebP saved with a .jpeg name is refused with a note to use Convert Image, which re-encodes it as a real JPG.
