If a photo cannot reach 100 KB at these settings, you get a message instead of a file that is too large.

For a photo shown on a screen, usually yes. A very detailed photo at 2,048 px may show some softness; reduce its size with Customize if you only need it smaller.
1,024 bytes, like most file managers. A few forms count 1 KB as 1,000 bytes, which is about 2% less; for those, choose Customize and set the target a little lower, for example 48 KB instead of 50 KB.
