Why is the result smaller than 50 KB?

The search keeps the best quality at or under the limit, so the file usually lands a few KB below 50. It never goes over when the target can be reached.

Should I compress or resize to 50 KB?

Compress keeps up to 1,600 px and lowers quality; Resize Image to 50 KB fits the photo into 1,024 px so it stays sharper. Pick resize for photos that will be shown small, such as a profile or ID photo.

Does 1 KB mean 1,000 or 1,024 bytes here?

1,024 bytes, like most file managers. A few forms count 1 KB as 1,000 bytes, which is about 2% less; for those, choose Customize and set the target a little lower, for example 48 KB instead of 50 KB.
